energy storage industry chain and supply chain, build a new energy storage standard system that ADAPTS to the trend of technological innovation, meets the needs of industrial development, and benchmarks the international advanced level, support the innovation of new energy storage technology, and ensure the safe and large-scale development of the industry, this guide is formulated.
First, basic requirements
(1) Guiding ideology.
Effectively play the basic and leading role of standardization, and promote the safe and large-scale development of the new energy storage industry.
(2) Basic principles.
Government guidance and market support. We will build a dual standard system in which the standards promulgated by the government and the standards independently formulated by the market are coordinated and supporting. We will strengthen the leading role of government standards in the fields of basic generality, industrial commonality, key technologies, and typical applications. We will encourage and guide social organizations to develop high-tech and original standards, and optimize the supply of market supporting standards.
We will strengthen oversight of security and services. Strengthen the development of safety-related standards for new energy storage power stations to reduce the risk of safety accidents. Strengthen the development of emergency response standards for the safe and stable operation of energy storage power stations, risk early warning, accident investigation, accident disposal and other emergencies, strengthen the safety requirements in the standards of each link, and support the safety supervision of the whole chain of new energy storage power stations.
International standards and coordinated development. Strengthen exchanges and cooperation with the global industry, encourage domestic enterprises and institutions to actively participate in international standardization activities, and promote the development of new international standards for energy storage. Actively transform and adopt international standards to ensure the international integration of new energy storage technologies and products.
(3) Construction objectives.
According to the status quo of new energy storage technology, industrial application needs and future development trends, combined with the new power system construction ideas, gradually establish a new energy storage standard system that ADAPTS to China's national conditions and is in line with international standards.
Revise more than 100 key standards for new energy storage in 2023, accelerate the preparation and revision of design specifications, safety regulations, construction and acceptance of energy storage power station standards, carry out pre-research on energy storage power station safety standards, emergency management, fire protection and other standards, and establish and improve the safety standard system as soon as possible; Track the technological development of the energy storage industry, develop and revise the technical requirements and testing standards of new key energy storage equipment; According to the joint operation of new energy storage with wind power, photovoltaic, thermal power and other power sources, the safe and stable operation of power grids, and the needs of user-side energy storage configuration, a variety of new energy storage industry chain standards are revised; Combined with the construction needs of new power systems, a new energy storage standard system has been initially formed, which can basically support the commercial development of the new energy storage industry.
By 2025, a relatively complete series of standards will be formed in the fields of electrochemical energy storage, compressed air energy storage, reversible fuel cell energy storage, supercapacitor energy storage, flywheel energy storage, superconducting energy storage, etc. Strengthen technical exchanges with domestic and foreign standardization organizations, strive to break the bottleneck of industrial development, standardize and guide the high-quality development of the industry, and ensure the safety of energy storage power stations; Strengthen international standardization efforts, deeply participate in the international standardization work of the International Electrotechnical Commission (IEC), and support standards to go out. Gradually build a new energy storage standard system that ADAPTS to the trend of technological innovation, meets the needs of industrial development, and benchmarks the international advanced level.
2. Standard system
(1) System framework.
According to the construction logic of the new energy storage power station, the framework of the new energy storage standard system is divided into eight aspects: basic general purpose, planning and design, equipment testing, construction acceptance, grid-connected operation, overhaul monitoring, operation and maintenance, and safety emergency, based on different functional requirements, product and technology types, and the correlation between subsystems.

(2) Contents of the system.
1. Common basics. The basic general class standard mainly specifies the common technology in the new energy storage standard system. Among them, the basic class mainly involves the terminology, graphics, symbols, coding and other standards in the field of new energy storage; The general class mainly puts forward global requirements according to different energy storage application scenarios.
2. Planning and design. The planning and design standards mainly specify the planning research, investigation and design, evaluation, technical management of the whole process of engineering construction and production and operation of the new energy storage power station, as well as the construction conditions and selection and configuration of the energy storage system. The relevant requirements are put forward from the aspects of power station planning, power station survey, system integration, power station design, power station energy saving and environmental protection assessment, technical supervision of power station majors and key equipment, operation index evaluation, post-evaluation, equipment supervision, project management and technical economy.
3. Equipment test. The equipment test standard mainly specifies the technical requirements, test and testing of the main equipment and system of the new energy storage power station, mainly including the technical requirements of various energy storage equipment, management system, power control system, monitoring system and other major equipment, as well as the technical requirements of energy storage system, energy storage power station access to the grid, and the technical requirements of the cascade utilization of batteries and system.
4. Construction acceptance. The construction and acceptance standards mainly stipulate the construction, installation and acceptance of the new energy storage power station project, including the installation, commissioning, start-up acceptance, project handover, construction quality assessment and other standards of the power station civil construction and various system equipment.
5. Grid connected operation. The grid-connected operation class standard mainly specifies the technical requirements, test methods and operation control of the new energy storage system to connect to the grid, including the technical requirements of energy quality, power control, grid adaptability, and grid access test.
6. Detection and monitoring. Testing and monitoring standards mainly provide for the inspection and monitoring of power storage power stations and main equipment, including type test, factory inspection, field test and other testing methods and status monitoring standards.
7. Operation and maintenance. Operation and maintenance standards mainly regulate the operation, maintenance and overhaul of electric energy storage power stations. It includes the operation requirements of power station operation monitoring, operation operation, inspection, abnormal operation and fault handling, and equipment and system maintenance requirements.
8. Safety emergency. The safety emergency standard mainly stipulates the safety of the construction and operation phase of the new energy storage power station, and puts forward the technical requirements of the safety of the equipment and facilities of the electrochemical energy storage power station, the operation safety, the operation safety, the configuration and maintenance of the exclusive safety facilities, and the relevant requirements of the emergency management of the energy storage power station, covering the construction, operation, maintenance, overhaul, fire protection, and test of the energy storage power station.
3. Organization and implementation
The National Standardization Administration Committee, the National Energy Administration and the relevant departments of The State Council promote the construction of a standard coordination working mechanism based on the energy storage industry and the coordination of related industries in accordance with the division of responsibilities, and ensure that the new energy storage standard system is "scientific in top-level design, clear in hierarchy, clear in scope of responsibilities, and smooth in cooperation and coordination." The establishment of national standards and industry standards project, development and release of green channels to meet the rapid development needs of the new energy storage industry. Encourage and guide social organizations to formulate group standards, strengthen the support for government-issued standards, and improve the supply capacity of standards. Strengthen international exchanges and cooperation, and organize bilateral or multilateral communication and exchanges. Actively participate in international standardization activities such as the International Organization for Standardization (ISO) and the International Electrotechnical Commission (IEC), and participate in the formulation and coordination of standard regulations. Closely in line with new energy storage technology and industrial development needs, timely revision and improvement of the "New Energy Storage Standard System Construction Guide" to guide the development and implementation of new energy storage standards.
According to the needs of new energy storage technology and industrial development, the National Energy Administration has optimized and improved the setting of industry standardization organizations, combined with the joint operation needs of new energy storage and wind power, photovoltaic and thermal power, etc., and studied and established a working mechanism for the revision of relevant standards for various application scenarios and industrial chain links of new energy storage technology. Actively promote the application of standards in various energy storage demonstration projects, and create a good policy environment for the development of new energy storage industry.
All relevant parties should strengthen support for the development, test verification and implementation of standards in terms of financial funds and scientific and technological research and development projects. It is necessary to strengthen the publicity and training of standards, guide enterprises to meet standards in research and development, production, management and other links, improve product quality, and ensure the safe and stable operation of energy storage power stations.
