In the past decade, the development of the energy storage industry has made great progress in technology, application, and business models. However, with the rapid development of the energy industry and the promotion of electricity marketization reform, the development of the energy storage industry still faces some deep-seated problems, which require efforts from the following aspects:
1、Accelerate the research and development of advanced energy storage technologies to enhance the competitiveness of China's energy storage industry. To solve the current problems of advanced energy storage technology, we need to take a comprehensive approach, improve the industrial chain of advanced energy storage technology, promote the high-quality development of domestic energy storage technology, and further maintain China's leading position in the energy storage industry.
2、Actively guide the coordinated development and application of renewable energy and energy storage. We should do a good job in forward-looking layout and planning research to avoid ineffective resource allocation; Clarify the entry threshold for energy storage to ensure high-quality application of energy storage; Implement supporting policies for supporting project applications and promote the development of friendly renewable energy models. At present, it is necessary to introduce transitional policies to support the coordinated development of renewable energy and energy storage, leverage energy storage to stabilize fluctuations, track output, reduce power waste, and alleviate transmission line congestion, improve the consumption capacity of renewable energy, and comprehensively enhance the utilization level of renewable energy. In the long run, when the current cost of electricity is higher than that of traditional thermal power, a price compensation mechanism should be established to achieve cost diversion.
3、We will actively promote the construction of energy storage market mechanisms. Simultaneously solving the difficulties and problems of energy storage participating in market applications, exploring the establishment of auxiliary service sharing and sharing mechanisms for joint participation of power users, timely linking existing market mechanisms with spot market pilot construction, and establishing a long-term development mechanism that conforms to market laws; Clarify the procedures for land approval, grid connection, and other aspects of energy storage power stations, and clear the institutional barriers for energy storage to participate in the electricity market.
4、It is necessary to improve the construction of the standard system and ensure the high-quality development of the industry. Further improve the technical standards for energy storage planning and design, equipment testing, grid connection testing, safe operation and maintenance, and fire protection, and establish thresholds for energy storage implementation. Promote the collaborative development of energy storage technology innovation and standardization, solve the key issues of energy storage facilities participating in system operation, and effectively ensure the high-quality development of China's energy storage industry.
